
Railway Pensioners Association RSCWS has written a letter to Prime Minister Narendra Modi regarding the delay in the formation of 8th Pay Commission. The organization has demanded early appointment of the commission, clear scope and timely recommendations, so that the growing concerns of employees and pensioners can be addressed.
There is growing uneasiness among central government employees and pensioners over the delay in the formation of the 8th Pay Commission and the notification of its terms of reference. In this context, the Railway Senior Citizen Welfare Society (RSCWS) has written a letter to Prime Minister Narendra Modi demanding speedy completion of this process.
Growing concern among employees and pensioners
RSCWS Chairman T.S. Kalra wrote in a letter sent to the Prime Minister on June 30, 2025 that the announcement of the 8th Pay Commission had raised relief and hopes among 47 lakh central employees and 65 lakh pensioners across the country. But no concrete steps have been taken so far regarding the appointment and scope of the commission’s chairman and members, which is creating confusion.
He said, “The government’s silence and delay in the decision-making process is increasing confusion and disappointment among employees and pensioners.”
Why is it necessary to form the 8th Pay Commission on time?
In the letter, RSCWS has given several important reasons for forming the Pay Commission on time.
Facing economic conditions: The recommendations of the Seventh Pay Commission are expiring on 31 December 2025. In view of the rising inflation and cost of living, a quick review of salary and pension is necessary.
Increase in morale and efficiency: Timely revision of pay scale will increase the enthusiasm and dedication of the employees, which will improve the quality of government service.
Ensuring financial security: Timely revision of pension for pensioners is very important for their economic security and dignified life.
Stopping speculation and rumors: Delay in formation of the commission and not clarifying the scope leads to the spread of rumors and misinformation, causing dissatisfaction.
RSCWS also said that transparency is very important in this entire process so that the employees’ trust in the government remains intact.
Key demands of RSCWS
In the letter written to the Prime Minister, the organization put forward three important demands
- Immediate formation of the Commission: The chairman and members of the 8th Pay Commission should be announced soon.
- Clarifying the scope of work (ToR): The scope of work should be made public, including issues such as salary, allowances, pension benefits and restructured pension under the purview of the commission.
- A clear timeline should be set: It should be ensured that the commission can submit its recommendations on time, i.e. before January 1, 2026, so that salary and pension can be revised on time.
